Mandate

The Division on Migration and Refugees (DMR) was created at the Directorate General of Human Rights and Rule of Law (DG1on 1 February 2025 to follow-up on the action by the former Special Representative of the Secretary General on Migration and Refugees. Its mandate includes suggesting assistance and support to member states, particularly through the Network of Focal Points on Migration, seeking, collecting and analysing information on the human rights situation of migrants and refugees, as well as complementing and co-ordinating activities of other relevant Council of Europe bodies and our action with other international partners, notably the UNHCR, IOM, EU, and its specialised agencies, and other national, regional and international stakeholders, including civil society organisations. The DMR represents the Council of Europe in the UNHCR Nansen Refugee Award Selection Committee, as well as in the Consultative Forums of Frontex and of EUAA.

Congress to present a report on unaccompanied refugee children

On 28 March 2018, the Congress of Local and Regional Authorities of the Council of Europe will hold a debate on unaccompanied refugee children at its 34th session where Rapporteur Nawel RAFIK-ELMRINI (France, SOC) will present the report “Unaccompanied refugee children: the role and responsibilities of local and regional authorities”.

The debate will focus on how local and regional governments, as public authorities on the frontline of refugee reception, can protect refugee children’s rights, enforce quality standards and encourage positive community attitudes towards refugees.

In the resolution and recommendation to be adopted in March, all levels of government are invited to adopt a child-rights-based approach (highlighting non-discrimination, best interests of the child, right to life, survival and development and the right to be heard) and call on member States to end the detention of children and fast-tracking asylum procedures for vulnerable children and families.
