A workshop organised in the framework of the European Forum of National Preventive Mechanisms (NPM) gathered over 80 participants representing European NPMs, experts in criminal justice, policymakers, and other stakeholders to address the persistent issue of overcrowding in detention facilities. Discussions also explored the ethical use of artificial intelligence in prison and probation services.
Overcrowding continues to pose serious risks, including increased potential for ill-treatment, restricted access to healthcare and treatment programmes, and challenges in meeting international standards for humane detention conditions.

The Workshop focused on various aspects of causes and effects of overcrowding.
It was clear from many of the discussions that reforming penal policies and expanding alternatives to detention must be an essential part of ensuring dignified and lawful detention conditions in addition to the efforts to build new and improve existing capacities.
The workshop highlighted the importance of collaboration and knowledge-sharing to protect human rights, meet the European Convention on Human Rights obligations, and improve the execution of judgments concerning detention conditions. It also highlighted the importance of working hand in hand with governments, legislators and justice stakeholders to find sustainable solutions. Strengthening the role of NPMs remains vital for driving meaningful and lasting change in this area.

The current phase of the European NPM Forum is implemented within the framework of the Project “Support to Council of Europe for EU network of prison monitoring bodies” (hereinafter – Project), co-funded by the European Commission’s Directorate General for Justice and Consumers (DG Justice) and the Council of Europe and implemented by the latter.
