Mr Gianluca Esposito, Director General of Human Rights and Rule of Law, took part in the signing ceremony of the United Nations Convention against Cybercrime (Hanoi Convention), where 72 States signed this new treaty to strengthen global cooperation against cybercrime.
During the Plenary Session, the Director General emphasised the Convention’s complementarity with the Budapest Convention on Cybercrime, noting that the Hanoi Convention provides an important opportunity to reinforce global cooperation in a way that complements the Budapest Convention. He underlined that the success of the new convention will ultimately depend on a shared commitment to ensuring that its human rights safeguards are fully upheld in practice, and he highlighted the importance of capacity building.
Mr Esposito also moderated a high-level side event on “Operationalizing the UN Convention against Cybercrime: Capacity Building as a Pillar of Global Cooperation.” The discussion pointed out that cybercrime is a shared global threat, and that capacity building, cross-sector cooperation, and inclusiveness are essential for global resilience.
Speaking at the World Bank side event, the Director General showcased capacity-building initiatives supported by the Cybercrime Programme Office (C-PROC), sharing practical lessons from the implementation of the Budapest Convention and emphasising the Council of Europe’s readiness to cooperate with other partners in advancing global efforts to combat cybercrime.
