The Council of Europe has been promoting good democratic governance at local level through inter alia facilitated co-operation between local and regional authorities across political and geographical boundaries.

This work has led to the adoption of four conventions, several recommendations, and the development of a handful of practical tools aimed at making cooperation between neighbouring or non-adjacent territorial communities/ authorities legally feasible and practically sustainable.
