Ukraine: a Roadmap for the Recovery after the war

In April 2022, the President of Ukraine established a National Council for recovery of Ukraine after the war, with the aim of developing a comprehensive Roadmap for the reconstruction once the conflict is over.

The Centre of Expertise for Good Governance of the Council of Europe is currently involved in discussions with its main counterparts in the country, in particular the Specialised Parliamentary Committee on State Building, Local Governance, Regional and Urban Development and the Ministry for Communities and Territories Development of Ukraine, in order to support the further development of the reforms and policies under the Roadmap that will include Ukrainian local and regional governments, ensuring that they are in line with Council of Europe standards and best practices.

Since the beginning of the war, the Centre of Expertise for Good Governance has provided assistance to the Ukrainian national and local authorities, in particular by organising a series of online conferences aimed at raising awareness on the main challenges that the Ukrainian regions and municipalities were facing and at facilitating an exchange with their peers from other European countries.
