On 8 June 2022, during its 1436th Human Rights meeting, the Committee of Ministers adopted a decision regarding its supervisory role in respect of cases pending execution against the Russian Federation.
There are currently 222 leading cases (cases raising new issues which generally require reforms to be taken to avoid similar violations) and 1,719 repetitive cases pending execution against Russia.
Recalling its previous Resolutions (CM/Res(2022)2 and CM/Res(2022/3)) on the cessation of the membership of the Russian Federation of the Council of Europe, the Committee underlined that the Russian Federation is obliged to implement all the judgments pending against it, and that the Committee will continue to supervise this process.
The Committee deeply regretted that the Russian authorities have stopped all communication with the Council of Europe as regards implementation of the judgments of the European Court.
Furthermore, the Committee of Ministers recalled that it may continue to receive and consider communications by, amongst others, injured parties and non-governmental organisations concerning the execution of judgments.
