Holds a Law Degree from the Autonomous Technological Institute of Mexico (ITAM) and a master’s degree in Public Law from the Pompeu Fabra University, Spain. He has doctoral studies in this field with a specialty in Constitutional Law, at the same institution. His professional career has been closely related to electoral, constitutional and administrative law.

On November 4th of 2016, he was appointed Justice of the High Chamber of the Electoral Tribunal of the Federal Judiciary, where, in addition to his judicial work, he is responsible for promoting and strengthening the TEPJF’s international cooperation, the academic programs of the Electoral Judicial School and presides the Administration Commission. On November 4th of 2020, he was elected Chief Justice of the High Chamber of the Electoral Tribunal.

In the international field, he was Senior Consultant in electoral offenses and the resolution of legal disputes for the Organization of American States (OAS), and he has been part of numerous electoral observation missions. Also, during his service as Justice, he founded the Global Network on Electoral Justice and is a member of the Venice Commission of the Council of Europe. He has been rapporteur in several studies and opinions, including the “Principles for a fundamental rights-compliant use of digital technologies in electoral processes”, currently under review for its adoption by the Venice Commission.
