4.1 Universal primary and secondary educationThe Council of Europe contributes to SDG 4.1 mainly through its work on competences for democratic culture and language education.

Through its activities, standards and tools developed in this field, the Council of Europe encourages its member States to provide equitable, quality education whereby all learners acquire the competencies, values, culture and knowledge essential for ensuring social integration and intercultural openness. Activities ranging from the Common European Framework of Reference for Languages, to projects such as the Quality Education in Romani for Europe, the development of a Reference Framework of Competences for Democratic Culture and the support provided by the Education Policy Advisors Network to effective implementation of Council of Europe education standards are just some of its stepping stones for achieving equitable, quality primary and secondary education that leads to relevant and effective learning outcomes in line with the values and culture of human rights and democratic citizenship.

Launch of the Language Education Policy Profile for Albania

The Council of Europe and the Ministry of Education, Youth and Sports of Albania, launched today in a joint Conference organised in Tirana, the Language Education Policy Profile for Albania.

The Albanian education system in currently undergoing thorough and complex reform and language education is a priority area. Albania’s principal objectives in requesting the Council of Europe’s assistance in developing a Language Education Policy Profile were:

  • To strengthen the plurilingual and multicultural profile of Albania
  • To prepare a document the will support the development of clear policies for language learning and teaching in Albania
  • To elaborate curricula in compliance with European standards and Albania’s situation and
  • To set priorities in the professional development of language teachers.

The Profile process concerns all languages in education and makes proposals for future action in several priority areas such as:

  • Language related legislation and policy
  • Languages of Schooling (Albanian, Romani, Albanian Sign Language)
  • Foreign Language reform (Early language learning, vocational education, assessment)
  • Foreign Language teacher education as well as Licensing of teachers and role of Teachers Associations.

This is the 18th profile developed within the framework of the Language Education Programme of the Council of Europe which aims to provide member States with the opportunity to undertake a self-evaluation of their policy through a dialogue with international experts based on the standards developed by the Council of Europe over the past decades, and with a view to focusing of future policy developments in the country.
