Valuing the Academic and Professional Skills of Refugees in Europe and better use of EQPR: fast forward towards policy guidelines and CM Recommendation

Development of draft recommendation and policy guidelines and how to maximise the benefits from the use of the European Qualifications Passport for Refugees (EQPR)for facilitating access to higher education and labour market for refugee students was discussed at the CDEDU today.

This work that will be undertaken by a joint working group formed to that end is implemented in line with the priority theme ‘Enhancing education’s social responsibility and responsiveness’. It is envisaged to upscale the implementation of the EQPR as an important instrument for ensuring opportunities for equal access at all levels of education for all learners, including vulnerable groups, migrants and refugees.

This work would take form of a draft Committee of Ministers Recommendation on Valuing the Academic and Professional Skills of Refugees in Europe, containing principles and guidelines and the explanatory report thereto. On a practical level it is expected to see increasing the number of the EQPR countries. It would also highlight close co-operation with UNESCO to promote the EQPR in the European region as an important instrument for the implementation of the UNESCO Global Convention.

The drafting group expects to submit the text for discussion during the next CDEDU meeting in October 2024.
