The Council of Europe Reference Framework of Competences for Democratic Culture (RFCDC) is a set of materials that can be used by education systems to equip young people with all of the competences needed to take action to defend and promote human rights, democracy and the rule of law, to participate effectively in a culture of democracy, and to live peacefully together with others in culturally diverse societies.
It is intended for use by education policy makers, especially those working within ministries of education, and by education practitioners in all sectors of education systems, from pre-school to higher education, including adult education and vocational education.
Several guidance documents and learning activities originating from the COVID-19 pandemic and its impact are available, while a self-reflection tool for teachers and a portfolio for learners are being developed.
Under the auspices of the Council of Europe Education Department’s Capacity Building Division, which supports national education systems to provide quality inclusive education and promote democratic competences, and of the Department’s Policy Division, the three volumes of the RFCDC have been translated into numerous languages.
Among the latest, Armenian (Volume 1, 2, 3), Turkish (Volume 1, 2, 3), and Slovak (Volume 1).
