The Council of Europe Education Department has published its 2025 Publications Catalogue, presenting the most recent reports, guidance documents and tools developed to support member states in strengthening democratic, inclusive and high-quality education systems.
The catalogue provides an overview of the Department’s latest work across its main thematic areas, including digital citizenship education, artificial intelligence and education, competences for democratic culture, higher education, language education, education integrity and history education.
These publications reflect the priorities of the Education Strategy 2024–2030 “Learners First: Education for today’s and tomorrow’s democratic societies”, which places learners at the centre of education policies and aims to reinforce the role of education in promoting democracy, human rights and the rule of law.
Among the publications featured in the catalogue are reports on Academic freedom in Europe, Open school data, Education fraud, History education, and the implementation of the Reference Framework of Competences for Democratic Culture (RFCDC), as well as practical guidance for policymakers, educators and education stakeholders.
The catalogue also includes the latest Education Info Notes, which present key findings and policy insights from recent Council of Europe initiatives and research.
