What has been achieved by implementing the Pilot Project on Digital Citizenship Education in Türkiye? On 27-28 November 2025, experts, representatives from the Ministry of National Education and Ministry of Foreign Affairs, educators and learners from the pilot schools met in Ankara to discuss the positive impact of the project highlighting key outputs, lessons learned and good practices.
Mr Villano Quiriazi, Head of the Education Department addressed the participants followed by Mr Jean Barbé, Head of Section for Civil Society, Fundamental Rights, Judiciary and Home Affairs, Delegation of European Union to Türkiye; Mr Mustafa Canli, Director General for Innovation and Educational Technologies, Ministry of National Education and Mr Ebubekir Sıddık Savaşçı, Director General for Basic Education, Ministry of National Education who also delivered opening remarks.
The conference took stock of the practical tools developed within the framework of the project and tangible measures taken by the Ministry of National Education to integrate key competences relating to digital citizenship at the lower secondary school level. Practical outputs include content for parents, children and educators such as child-friendly materials, activity cards, a board game and a web-based video game.
During the conference, participants shared feedback relating to the implementation of the project and suggestions for the upcoming evaluation of the overall impact of the project actions. A panel discussion delved into the three main areas of digital citizenship, namely “Being online”, “Well-being online” and “Rights online”. National experts involved in the project shared their insights, lessons learned and feedback.
The project is an action of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” and aimed at empowering learners in their digital presence through digital citizenship education and promoting inclusion and tolerance at the lower secondary level in Türkiye.
