The Council of Europe is a member of the working group established to suggest criteria for assessing the implementation of the fundamental values of higher education, as defined in the Communiqués of the European Higher Education Area: academic freedom and integrity, institutional autonomy, participation of students and staff in higher education governance, and public responsibility for and of higher education.

The working group held its first meeting on June 18 and agreed on the priorities for its work. The workplan will include a mapping of the currently available sources of independent information on the state of the fundamental values of higher education as well as hearings with experts in the field. The group will submit its final report to the next Ministerial conference of the EHEA, to be held in Tirana in May/June 2024.
