The Council of Europe played an important role in developing the Overarching Framework of Qualifications of the European Higher Education Area (QF-EHEA) and continues to be central in its implementation. On June 15, Sjur Bergan, Head of the Council’s Education Department, presented the European experience with qualifications frameworks to a national conference in Costa Rica. Some 280 representatives of the Ministry of Education and other public authorities in Costa Rica, education institutions, and stakeholder organizations participated in this online conference.

Through the presentation, given in Spanish, and the ensuing discussion, the participants developed an understanding of the development of national and regional qualifications frameworks in Europe and of the Council of Europe’s role in this area. This will inform the further work on developing qualifications frameworks in Costa Rica and more broadly, through Costa Rica's role in the region, in Central America.
