Council of Europe Approves Roadmap for Establishing a European Space for Citizenship Education

The Steering Committee for Education (CDEDU) of the Council of Europe has endorsed a detailed roadmap for the creation of a European Space for Citizenship Education during its 5th Plenary session held in Strasbourg, France, from March 20-22.

The approval marks a significant move towards enhancing quality citizenship education across Europe, addressing the current democratic challenges and promoting cohesive democratic values. The initiative, driven by robust political will, echoes the recent Summit of Heads of State and Government in Reykjavik and the 26th session of the Standing Conference of Ministers of Education's calls for a committed, democratic future shaped through education.

The roadmap outlines a two-year collaborative process involving Member States, educational institutions, and civil society to establish the European Space for Citizenship Education. The envisioned initiative aims to serve as a comprehensive hub, advancing democratic values through high-quality citizenship education. It draws upon the Council of Europe's longstanding work in democratic citizenship and human rights education, laying solid foundations for embedding the concept of democratic education within European systems.

Key aspects of the initiative include developing a framework under the Council of Europe's auspices, revitalizing the civic mission of education, and prioritizing learners' needs. The roadmap emphasizes collaboration among Member States to build a unified approach towards quality citizenship education, based on shared values and democratic principles.

This initiative responds to the urgent need to counter democratic backsliding and the erosion of faith in democratic processes across Europe. By reinforcing the role of education in promoting democratic values and competences, the Council of Europe seeks to empower learners to live as active, informed citizens in democratic societies.

The Council of Europe encourages all stakeholders to engage actively in this ambitious project, contributing to the creation of a more democratic, inclusive, and resilient Europe. The 27th Conference of Ministers of Education in late 2026 is anticipated to be a key milestone, potentially marking the formal launch of the European Space for Citizenship Education.
