Conference on Regulating the Use of AI Systems in Education

What are the implications of artificial intelligence (AI) and other emerging technologies for education? On 24-25 October, government experts, representatives from international organisations, private sector companies and civil society organisations will meet in Strasbourg to discuss how to leverage the potential benefits of AI in the context of education while at the same time, protecting users from related risks and challenges.

At the 26th session of the Standing Conference of Ministers of Education, the Ministers of Education supported the proposal for the development of a legal instrument to regulate the use of AI systems in education that would help promote human rights and respect for the rule of law. The forthcoming legal instrument would complement the Council of Europe Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law by delineating and further defining the implementation of the provisions of the Convention to the education sector.

During the two-day conference, the main aspects of the development of such instrument will be discussed, in particular relevant recommendations will be put forward to protect human rights and ensure the ethical use of AI in educational settings. The comprehensive and nuanced regulatory framework will ensure that AI systems advance learning without causing harm, foster equal access to educational opportunities and safeguard the rights and interests of learners.

Relevant work of the Council of Europe Education Department will be presented during the conference and participants will provide their insights on how to shape the next steps of the development of the legal instrument. Furthermore, participants will share their views on how to regulate AI in education while at the same time fostering innovation and creativity.

The experts will also provide inputs on the policy toolkit developed by the Council of Europe Education Department relating to teaching and learning with and about AI and on the feasibility study regarding the development of a pan-European evaluation framework to assess technologies used in education settings.
