Call for tender for communication and visibility consultancy services in the field of digital transformation in education

The Council of Europe Education Department is launching a call for tenders in the framework of its work on the "Digital Transformation in Education".

The Call covers communication and visibility services and activities related to Digital Citizenship Education and Digitalisation in Higher Education. Among the main outputs that will be produced in the next years:

  • A legal instrument to regulate the use of Artificial Intelligence systems in education
  • A feasibility study for an international/European review system for EdTech solutions
  • A curriculum framework for digital citizenship education to guide/assist schools in incorporating digital citizenship education in the school curricula
  • A review report of the implementation of the Recommendation CM/Rec(2019)10 on developing and promoting digital citizenship education
  • Guidelines on the use of education data and data analytics in education systems
  • Instruments to promote digitalisation in higher education and to counter digital fraud in education
  • The European Year of Digital Citizenship Education in 2025.

 

The Call includes four Lots.

Lot 1 involves content creation, design and development of audio-visual and graphic content, such as videos and online video-based training courses, appealing and user-friendly graphic content (including infographics, factsheets, leaflets, and similar outputs) and the integration of visually engaging graphic elements and multimedia in existing resources.

Lot 2 involves the design and development of a knowledge management system and related tools and functions. Providers will contribute to the development of webpages and applications adapted to mobile use.

Lot 3 involves the production of promotional or educational materials, often referred to as "goodies".

Lot 4 involves the planning, monitoring and reporting of/on a Communication and Visibility European-wide Campaign for the year 2025.

The deadline for the submission of applications is 16 February 2024 at 23:59 CET. Electronic copies shall be sent only to [email protected] with the following reference in subject: “Tender n.2024/AO/03 – communication and visibility consultancy services in the field of digital transformation in education”.

Possible questions shall be sent to [email protected] by February 9. The answers to such questions will be published online on this page, through an anonymised Q&A document.

 

Q&A 

Q: Would there be a location/base of preference for agencies?
A: No, the work is fully remote. The Call is open to consultants/agencies based anywhere.


Q: Pertaining to LOT 1, 2 and 4 - Would the expectation be to deliver the works remotely? 
A: Yes.


Q: Is it feasible to apply to all lots as a small consortium?

A: Yes. A tenderer, however, may not be selected for all. 


Q: Should a distinct dossier be submitted for each lot, even if applying to multiple lots?

A:  No, the professional portfolio/dossier should comprehensively cover all lots the tenderer is applying for.


Q: Is one-page draft for each lot, rather than a comprehensive methodology covering various aspects (i.e., project management, contract management, quality control, among others) more indicated?

A: A comprehensive methodology is not expected.


Q: Regarding the eligibility criteria, is it mandatory to have minimum of 7 years of experience relevant to the field?

A: Yes, it is mandatory to have a minimum of 7 years of relevant experience in the specified field to meet the eligibility criteria.


Q: When applying to a Lot, is it required to have experience on all the services listed or is it acceptable to have specific expertise in different services listed?

A: Applicants are welcome to showcase their expertise in specific services listed within the Lot. While comprehensive experience is valued, we recognise that applicants may specialise in distinct areas. The evaluation will consider the overall strength of the proposal, including the demonstrated expertise and capabilities in the field.


Q: Is it possible to exclusively propose our services for specific aspects of a Lot/each Lot?

A: It is possible.


Q: Is there a target audience, namely what regards the age group?

A: We may request materials for teachers, policy makers, and learners, ranging from primary school to higher education levels.
