In an exemplary show of international cooperation, representatives of Ministries of Education, gathered in Strasbourg, have announced broad support for the Council of Europe’s Steering Committee for Education (CDEDU) latest initiative — the establishment of an Observatory dedicated to preventing and countering education fraud. This initiative is part of the Council’s broader efforts, under the Ethics, Transparency, and Integrity in Education (ETINED) Platform, to uphold educational integrity across Europe.

The new Observatory is aligned with the objectives of the Council of Europe's Strategy for 2024-2030, “Learners First” addressing a significant challenge in today’s educational landscape: the proliferation of fraudulent practices that undermine the authenticity of qualifications and the reputation of educational institutions.

This initiative received strong support from the Italian delegation to the CDEDU, which indicated, on behalf of the Minister of Universities and Research, that the country was also prepared to offer logistical support, including hosting the structure within its borders. Italy's endorsement of this initiative underscores the country’s commitment to fostering an educational environment characterized by transparency and accountability. It also signifies a substantial step forward in the fight against education fraud, setting a precedent for international collaboration.

The Observatory aims to serve member States by collecting data, sharing information, and fostering cooperation to enhance their capacity to address education fraud comprehensively.

As the project moves forward, the Council of Europe invites other member States to join this important initiative, contributing to the creation of a more ethical, transparent, and trustworthy educational landscape across Europe.
