The Council of Europe introduces its Methodology for a National Corruption Risk Assessment to the authorities of Kazakhstan

The Council of Europe through the Action on Promoting Transparency and Action against Economic Crime in Central Asia organised a workshop with competent authorities of Kazakhstan which took place in Strasbourg on 20 June 2023. The event gathered over 25 public officials from various institutions of the Republic of Kazakhstan, including the Anticorruption Agency, the General Prosecutor´s Office, the Office of the Presidency, the Supreme Court, the High Judicial Council, the Ministry of Finance, the Central Election Commission, the Ministry of National Economy, the Ministry of Finance. The activity aimed at introducing to the authorities of Kazakhstan the Council of Europe´s Methodology for conducting National Corruption Risk Assessment (NCRA).

The NCRA Methodology which is being finalised and will soon be piloted was presented as a self-management tool for the national competent authorities to undertake the identification of the national sectors where the risks of corruption are most prominent. At the core of the Methodology is the risk mapping, which allows for the identification and assessment of sectors, activities, and functions with higher risk of corruption in each country. Identifying those risks and the risk factors can be instrumental in designing measures, in better allocating the anti-corruption mitigation resources, or in performing further in-depth corruption risk assessment with a focus on those priority areas. 

The tools and procedures to be used in inputting the mapping of corruption risks were also presented, including the complementarity of the quantitative and qualitative data that those sources provide.

The authorities from Kazakhstan had the opportunity to raise issues and ask questions as well as share assessment/evaluation and investigation cases being conducted by the Anticorruption Agency.

This activity was organised by the Action on “Promoting Transparency and Action against Economic Crime” of the Central Asia Rule of Law Programme 2020-2023, a joint initiative co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
