On 3 June 2025, a seminar on corruption and sports was organised in Tunis in the framework of the joint Council of Europe – EU project “Improving economic governance through the fight against corruption in Tunisia” (AGELA). The seminar was attended by around 100 participants, including, public officials from the Ministry of Youth and Sports, anti-corruption agents from over 30 public institutions and representatives of sport federations.
The event was opened by the Ministry of Youth and Sports, who highlighted the role of sports as an economic driver and the underlying risks of corruption. In light of the transnational nature of financial crimes related to sports, it was emphasised the necessity for enhanced international cooperation.
Council of Europe experts joined national practitioners in mapping the risks of corruption and money laundering through sports and sports events, as well as the resulting judicial challenges. The contribution of the Commission Tunisienne des Analyses Financières (Tunisian FIU) contributed in identifying the key typologies of money laundering through sports in the country, amongst which, on-line betting is highlighted as most prominent.
In 2024, Tunisia was invited to join the Council of Europe's Convention on Manipulation of Sports (the Macolin Convention) which makes this event particularly pertinent and useful.
This activity was organised as part of the joint European Union/ Council of Europe project on ‘Improving economic governance through the fight against corruption in Tunisia’ (‘AGELA), and implemented by the Council of Europe.
