Public Private Partnership initiatives against financial crime discussed with representatives of financial intelligence units, financial sector and law enforcement institutions from the Eastern Partnership region

On 25-26 November 2024, the Council of Europe has organised a regional workshop dedicated to discussing the benefits of public private partnership (PPP) initiatives to detect, prevent and disrupt financial crime. The event brought together over 40 practitioners from competent authorities in the anti-money laundering (AML) and combating financing of terrorism (CFT) field, including Financial Intelligence Units (FIUs), AML/CFT supervisors, banking associations, law enforcement agencies and prosecutors from five countries from the Eastern Partnership region and Council of Europe Member States. Experts who took part in the event from Estonia, Latvia, Lithuania, Ireland, Germany, France, and Spain, shared their experiences in the coordination and operation of PPP initiatives in their jurisdictions, describing best practices and lessons learnt to effective support the collaborative efforts between the public and private sectors to detect, prevent and disrupt financial crime.

National authorities from Republic of Moldova, Ukraine, Azerbaijan Georgia and Armenia gained useful insights on the main features of PPPs, specific legal and strategic considerations, membership requirements, data protection and security considerations as well as observed best international practices for establishing and successfully operating PPP initiatives.

The event also provided participants with the opportunity to discuss and share their experiences in relation to the tactical measures used to support effective and timely sharing of information, intelligence analysis and dissemination of information on emerging risks. This includes a review of technological platforms currently employed to facilitate the secure and data protection compliant exchange of information. The event reflected the diversity of models currently used by different jurisdictions for PPP initiatives and the factors that influenced the scope of their activities. A key message delivered from this event was that there is not one PPP model that should be employed, and jurisdictions should invest time in collaborative stakeholder consultation across both the public and private sector on the desired of a PPP, and the measures needed to ensure that the activities it undertakes comply with national regulatory requirements concerning information exchange, evidentiary usage and data protection. 

This event is part of the European Union and the Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the regional project on “Strengthening measures to prevent and combat economic crime in the Eastern Partnership region”.
