A workshop on detecting and addressing corruption risks in public procurement was organised in cooperation with the Contrôle Général des Finances as part of a series of training activities on key anti‑corruption topics. The event which took place in Tunis on 6–7 November 2025, gathered national officials and international experts to examine vulnerabilities across the procurement cycle and to share practical tools for prevention and oversight purposes. Contributions from the Haute Instance de la Commande Publique (HAICOP) and the national e‑procurement platform TUNEPS underscored the importance of both a sound legal framework and advanced digitalisation in ensuring transparency and accountability.
Participants highlighted several strengths of Tunisia’s current public procurement system, including its high level of digitalisation, the clarity of the legal framework, and the independence of oversight bodies. At the same time, they agreed on opportunities to further reinforce the system by drawing on procurement data to map potential risks and identify red flags, increasing interoperability across platforms, and widening the use of e‑procurement tools to track contract execution. These measures were recognised as essential to bolster integrity, enhance efficiency, and build public trust in procurement processes.
The workshop forms part of a broader effort to support Tunisian institutions in implementing effective anti‑corruption practices. By combining international expertise with local ownership, the training series continues to strengthen the capacities of key civil servants to strengthen good governance, safeguard and promote integrity, and identify how to improve the current anti-corruption scheme.
This activity was organised within the framework of the joint EU–Council of Europe project on Improving Economic Governance for Anti-corruption in Tunisia (AGELA, French acronym), co‑funded by the European Union and the Council of Europe. The project aims to strengthen transparency, accountability, and good governance in Tunisia.
