Back Investigation authorities in Kazakhstan are strengthening their cooperation in combating corruption and money laundering

The Action on “Promoting Transparency and Action against Economic Crime” in Central Asia is currently supporting national competent authorities in Kazakhstan with enhancing inter-institutional cooperation while conducting financial investigations related to corruption and money-laundering. The technical assistance aims at addressing the Group of States against Corruption (GRECO)’s recommendation provided in the 2022 Evaluation Report on Kazakhstan  stating that “the Republic of Kazakhstan should streamline and enhance coordination among all law enforcement authorities combating corruption, in particular, to ensure efficient financial investigations.

As part of these efforts, the Council of Europe has organised the two-day training “Financial Investigations and Interagency Cooperation in Combating Corruption and Money Laundering”. The event took place on 14-15 February 2023, in Astana, Kazakhstan and gathered 35 investigators and prosecutors from the Anti-Corruption Agency, General Prosecutor’s Office (GPO), Academy of Law Enforcement Agencies, Financial Monitoring Agency and National Security Committee. Participants discussed for instance existing challenges related to interagency cooperation, the impact and importance of financial investigations and possible solutions to improve the current practices in information sharing between the Financial Monitoring Agency and law enforcement authorities. Existing good practices have also been presented, most notably with regard to financial investigations’ planning, data collection and analysis processes. Furthermore, training participants have been involved in a number of practical exercises which allowed them to increase their knowledge as regards the latest investigation tools and measures. 

This activity was organised by the Action on “Promoting Transparency and Action against Economic Crime” in the framework of the Central Asia Rule of Law Programme 2020-2023, which is a joint initiative co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Action is aimed at strengthening capacities to fight and prevent economic crime in five Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan).
