International Anti-Corruption Day: Graduation Ceremony for 111 Governance Cells Completing the HELP Course on Corruption Prevention

On the occasion of International Anti-Corruption Day, the Council of Europe in Tunisia, in partnership with the Directorate General of Governance and Corruption Prevention under the Presidency of the Government, organized on 12 December 2025 in Tunis the official graduation ceremony for the 111 good governance cells that successfully completed the course on Corruption Prevention.

Officially launched on 29 April 2025, this course aims to strengthen the capacities of governance cells within Tunisian public institutions in the field of corruption prevention, through modules aligned with national, European, and international standards.

As a network of contact points in each ministry and governorate, the governance cells also had the opportunity to exchange views on the importance of corruption risk assessment, considered an essential tool for effective and transparent governance.

A Council of Europe expert opened the session, offering a new opportunity for dialogue with the governance cells on corruption risk assessment as a tool for prevention and optimal resource management. The contribution highlighted the importance of a pragmatic and inclusive approach, recalling that the human factor remains central to unethical behaviour. It also presented the key steps of the methodology (identification, registry, probability, consequences, mapping, mitigation, and residual risks), as well as references to regulatory frameworks and the added value of integrating artificial intelligence to enhance the effectiveness of anti-corruption mechanisms.

This activity was organized within the framework of the Council of Europe’s Neighbourhood Partnership with Tunisia 2022–2025 and in collaboration with the joint European Union–Council of Europe project Improving Economic Governance for Anti-Corruption in Tunisia (AGELA), co-financed by both organizations and implemented by the Council of Europe.
