Council of Europe supports the capacity strengthening in the AML/CFT supervision of DNFBPs in Bulgaria

A two-day training on the anti-money laundering and countering financing of terrorism (AML/CFT) risk-based supervision of designated non-financial businesses and professions (DNFBPs) took place in Sofia on 21-22 May 2025, bringing together representatives of key Bulgarian supervisory authorities. 
The training aimed to strengthen the capacity of Bulgarian authorities to apply a risk-based approach to the supervision of DNFBPs, in line with international standards and European Union requirements. Participants explored the essential elements of an effective AML/CFT supervisory framework, including the development of risk profiles, risk-based planning of off-site and on-site inspections, and the implementation of proportionate and dissuasive corrective measures.

The event addressed sector-specific risks and vulnerabilities associated with DNFBPs such as legal professionals, casinos, real estate agents, accountants, trust and company service providers, currency exchange providers and postal money operators. It focused on the identification of inherent and residual risks, collection and analysis of relevant data, and the tailoring of supervisory strategies to mitigate those risks effectively.

Representatives from FID-SANS, the Communications Regulation Commission, and the National Revenue Agency actively participated in the training, reflecting the multi-agency effort required to ensure effective AML/CFT supervision across various sectors. The programme also covered supervisory tools and techniques, compliance with targeted financial sanctions, and the importance of coordination and information sharing at both national and international levels.

Interactive exercises and discussions allowed participants to apply their knowledge in simulated supervisory scenarios, encouraging practical learning and peer exchange.

This event builds on previous capacity-building efforts supported by the project, including a previous training held in October 2023 and a follow-up workshop in February 2024. These activities focused on strengthening risk-based supervision of DNFBPs through practical guidance, expert-led sessions, and the development of tailored tools such as sector-specific risk matrices and data collection questionnaires. The initiatives also supported the revision of FID-SANS’s supervision manual and addressed emerging challenges, including the monitoring of high-risk non-profit organisations in line with revised FATF standards.

The activity was organised within the framework of the Technical Support Instrument (TSI) project on “Enhancing the capabilities for risk-based AML supervision and financial intelligence in Bulgaria”, jointly funded by the European Union and the Council of Europe, and implemented by the Council of Europe.
