The Council of Europe through its joint European Union and Council of Europe Project against Economic Crime in Kosovo (PECK III) is supporting Kosovo authorities to strengthen the implementation of the standards for the prevention of terrorist financing in the non-profit organisations (NPOs) sector, by conducting a NPOs sector terrorist financing risk assessment.

For this purpose and as a first step, PECK III organised a two-day Workshop on 26 and 27 September in Pristina with the aim to present to the competent authorities and representatives of NPOs the Council of Europe sectorial terrorist financing risk assessment methodology in the NPO sector.

Participants representing the Financial Intelligence Unit, Central Bank, Kosovo Police, Special Prosecution Office, Ministry of Finance, Department for the Registration of NPOs, and civil society representatives benefited from a step-by-step guidance on each stage of the assessment process and discussed on addressing potential challenges. Moreover, participants had the opportunity to learn and discuss about good practices shared by representatives from other jurisdictions to prevent the NPO sector from being misused for terrorist financing purposes.

The workshop also served as a venue to discuss and agree on practical arrangements for conducting the sectoral risk assessment.

The Council of Europe will provide further support to the Working Group through expert advice and other support activities throughout the entire risk assessment process.

The activity was organised within the framework of the “Project against Economic Crime in Kosovo” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the Council of Europe.
