Albanian Political Parties Supported in the Effective Use of the Upgraded Central Election Commission Electronic Platform on Financial Reporting

Financial officers of political parties registered for the May 2025 parliamentary elections in Albania enhanced their knowledge and strengthened their capacities in using the upgraded Central Election Commission (CEC) Electronic Platform on Financial Reporting. The training, held on 19 March 2025, was organised by the joint European Union and Council of Europe Action against Economic Crime in Albania, in close cooperation with the CEC. This initiative is part of ongoing efforts to support political parties in enhancing financial transparency and accountability.

The Electronic Platform on Financial Reporting was initially developed with the support of the Action during the previous phase of the EU/Council of Europe Horizontal Facility for the Western Balkans and Turkiye and has been further upgraded in the current phase. These improvements aim to further strengthen the CEC’s oversight capacities, increase transparency in political financing, and prevent the misuse of state resources during election campaigns. The platform serves as an innovative and sustainable tool, enabling real-time submission and monitoring of financial reports, ensuring compliance with financial disclosure requirements, and mitigating risks of illicit financing in electoral processes.

During the training, financial officers of political parties were introduced to the latest enhancements designed to make the platform more user-friendly, based on recommendations received from key users of the platform. They also received technical guidance to ensure its effective use. Additional sessions reinforced the legal obligations and deadlines for financial reporting on the platform, as outlined in the Electoral Code.

This activity was organised by the Action against Economic Crime in Albania, as part of the joint European Union/Council of Europe programme Horizontal Facility for the Western Balkans and Türkiye.
