Advancing legal safeguards against corruption in Tunisia

On 13–14 November 2025, the Services of the Conseiller Juridique et de Législation in the Presidency of the Tunisian Government, together with the Council of Europe, convened in Tunis to advance the development of a methodology for corruption proofing of legislation and to test its application in practice.

Over several months, the Presidency’s legal services have worked closely with Council of Europe’s experts to design a methodology enabling laws and regulations to be systematically assessed for potential vulnerabilities. The two-day meeting provided an opportunity to finalise the draft of the methodology, present it to the legal services, and to test it over concrete case studies. This initiative reflects Tunisia’s commitment to ensuring that its legal framework is robust against corruption risks.

The methodology for corruption proofing of legislation is a structured tool that scrutinises draft laws and existing regulations to detect loopholes, ambiguities, or provisions that could be misused for corrupt purposes. By identifying risks such as conflicts of interest, weak accountability mechanisms, or unclear procedures, it supports lawmakers and institutions in strengthening transparency and integrity. This preventive approach ensures that legislation is designed to close opportunities for corruption before they arise, thereby preventing corruption.

The sessions concluded with consensus on a final draft version of the methodology and a commitment to support its formal adoption as an official tool of the Presidency of the Government. This milestone marks a significant step forward in embedding anti-corruption safeguards at the heart of Tunisia’s legislative process.

This initiative took place within the framework of the joint EU–Council of Europe project Improving Economic Governance for Anti‑corruption in Tunisia (AGELA), co‑funded by the European Union and the Council of Europe.
