Rule 9

The Commissioner can address communications to the Committee of Ministers of the Council of Europe, which supervises the execution of judgments of the European Court of Human Rights.

This possibility was introduced in 2017 when the Committee of Ministers amended its Rules for the supervision of the execution of judgments and of the terms of friendly settlements.
 

Identoba and Others v Georgia
On 13/11/2023, the Commissioner submitted her communication to the Committee of Ministers of the Council of Europe. The group of judgments relates to discrimination and manifestations of intolerance towards LGBTI people and religious and other minority groups, as well as their right to freedom of assembly and expression.

On 24/04/2023, the Commissioner submitted her communication to the Committee of Ministers of the Council of Europe. The case relates to ethnic discrimination from the Constitution and electoral legislation of Bosnia and Herzegovina.

On 16/08/2022, the Commissioner submitted her communication to the Committee of Ministers of the Council of Europe. The case relates to several shortcomings in the investigation of deaths during the Troubles in Northern Ireland.

Kavala v. Turkey
On 18/06/2020, the Commissioner submitted her communication to the Committee of Ministers of the Council of Europe. The  case relates to the detention of the applicant in violation of Articles 5 and 18 of the European Convention on Human Rights.

Further to the question referred to the Court by the Committee of Ministers, in February 2022, under Article 46 § 4 of the European Convention, as to whether Turkey has failed to fulfil its obligations to implement the judgment in this case, the Commissioner submitted her written comments to the Court on 6 April 2022.

3 cases v. Poland
On 27/01/2020, the Commissioner submitted her communication to the Committee of Ministers of the Council of Europe. The cases (Tysiąc v. Poland, R. R. v. Poland, and P. and S. v. Poland) relate to access to legal abortion.
