The Council of Europe Project „Advancing Media Freedom in the Republic of Moldova”  is launching a competitive bidding for the provision of communications and event management services for a high-level Conference organized on 20th of March 2026, in Chisinau, Republic of Moldova.

Please find enclosed the Tender File and Act of Engagement with relevant information concerning the tender call and criteria to be met by the tenderers.

We invite you to submit your proposals by latest – 9 February 2026 (including). Tender shall be submitted by e-mail only to this address: [email protected], with the following reference in subject: Communication and event management services Offer.

For this call, tenderers should submit the following documents in English (except for registration and official documents):

• One completed and signed copy of the Act of Engagement;
• A list of all owners and executive officers, for legal persons only;
• A document certifying the registration of the company;
• For tenderers subject to VAT only: a quote, describing their financial offer, in line with the requirements of section C of the Tender File (see above);
• All the documents listed above, under Section E, necessary for the assessment of the bid under the eligibility and award criteria;
• The company presentation/portfolio with a variety of communication materials and samples, including videos, banners, visuals of a campaign, online platforms, etc. developed for various stakeholders in the past 3 years (preferable not longer than 20 A4 pages);
• The company portfolio with samples communication and event management services provided for at least 3 high-level events (with up to 150 participants) for international organizations, private entities, NGOs, etc. in the last 3 years (preferable not longer than 10 A4 pages);
• The CVs of the team members, which will be engaged in the Project implementation, in English, proposed to be assigned to the contract.
