The Council of Europe Access Info Group examined the core freedom of information acts of the Parties to the Convention evaluating their compliance with the substantive and procedural obligations of the Convention. The reports contain detailed analysis of the compatibility of legal exemptions to the right of access with the Convention’s permissible limitation grounds as well as the harm test and the overriding public interest test. They also cover the public authorities’ legal obligations to process access requests timely and fairly, to help the applicant in identifying the document and to justify denials of access as well as review procedures by independent and impartial bodies in case of denials.
