Journalists Matter, Council of Europe Campaign for the Safety of Journalists

The Council of Europe encourages member states to transpose the Campaign to the national context. Without each member’s committed and effective effort at national level, through the development of the so-called ‘national chapter’, the Campaign cannot reach its goals.

National Campaign Committee

North Macedonia continued to strengthen institutional cooperation on journalists’ safety throughout 2025 through regular communication and coordination between public authorities, journalists’ associations and media professionals. Consultations focused on monitoring reported threats and attacks against journalists, improving preventive mechanisms and strengthening trust between journalists and institutions. Cooperation between the Ministry of Interior, the Public Prosecutor’s Office and the Association of Journalists of Macedonia remained a central element of the national approach to journalists’ safety.

As part of these efforts, the procedure for establishing a National Committee for the Protection of Journalists was launched. The future Committee is expected to serve as a permanent coordination mechanism bringing together institutions, media organisations and civil society actors. Its mandate will include monitoring journalists’ safety, supporting the development of a National Action Plan, proposing measures relating to prevention, protection and prosecution, and facilitating implementation of the Council of Europe’s Journalists Matter campaign at national level.

The Ministry of Interior also continued maintaining protocols for responding to attacks and threats against journalists, as well as the publicly available registry of attacks on journalists developed in cooperation with the Association of Journalists of Macedonia. Training and awareness-raising activities remained an important component of prevention efforts.
