Zurück Gender-based analysis plus (GBA+)

Purpose: Apart from gender equality, which is one of the social dimensions to be developed and promoted by the metropolitan authority, if the different departments of the city integrate diversity in their daily service provision and policy decisions, the resulting tendency will be to decompartmentalise their areas of responsibility and propose an integrated approach, implemented from a GBA+ perspective.

Stimulus: GBA+ refers to the concept of intersectionality. This means that, in addition to gender analysis, it is important to consider the needs and differential impact in the light of other circumstances. This concept is used to measure the impact of multiple discrimination on grounds such as gender, class and ethno-cultural background, as well as disability, a person's socio-economic situation, sexual orientation or gender identity. These factors are interrelated and sometimes reinforce each other, although not always. This approach involves an in-depth analysis which shows, inter alia, that a person may be disadvantaged for a number of reasons and that an overview of identity factors is necessary in order to respond appropriately to the needs of a diverse population.

Process: Given the way society is evolving, Montreal intends to integrate GBA+ (gender-based analysis plus) into its modus operandi in order to integrate diversity into the planning and implementation of projects (policies, action plans, programmes, etc.).

  • Training: propose mandatory training for the city's staff, starting with managers, to ensure that they fully understand the concept and to change the organisational culture.

  • Develop an implementation guide: to help the administrative units use GBA+ in their project management, analysis tools must be developed and made available to them.

  • Evaluate projects incorporating GBA+: The aim will be to assess how a given department (SMVT, SGPI and SDSS) has incorporated GBA+ in a project, to evaluate the use made of the concept in the planning, decision-making and implementation process. This assessment should include an analysis of the quality of GBA+ application and ownership within the department, pitfalls to avoid and best practices.
