Parliamentary Assembly summer session: Russia’s aggression against Ukraine, challenges to democracy in Georgia, Vigdís Prize

A joint debate on the legal and human rights aspects of Russia’s aggression against Ukraine, on the role of sanctions and on the erasure of cultural identity will be among the highlights of the summer plenary session of the Council of Europe Parliamentary Assembly (PACE).

An urgent debate on challenges to democracy in Georgia has been requested, as well as a current affairs debate on the following issue: “Can the Council of Europe step up its efforts to counter threats to the freedom of expression?”.

A ceremony marking the 75th anniversary of the Council of Europe is planned, with a statement by Wolfgang Sobotka, President of the National Council of Austria. A chamber orchestra will play the Ode to Joy under his direction.

The Assembly will also award the first ever Vigdís Prize for Women’s Empowerment, which rewards outstanding initiatives to promote the empowerment of women in all their diversity in Europe and beyond.

During the session, the parliamentarians will also elect the new Secretary General of the Council of Europe for the next five years.

Lithuania’s Foreign Affairs Minister Gabrielius Landsbergis, the President of the Committee of Ministers, will present its communication to the Assembly and take questions from members. Council of Europe Secretary General Marija Pejčinović Burić will address the Assembly.

Also foreseen are a statement by UN High Commissioner for Human Rights Volker Türk, and a joint debate on strengthening democracy through participatory and deliberative processes, and on strengthening the youth perspective in the work of the Assembly.

Items on the agenda also include Varosha’s return to its lawful inhabitants, protecting women human rights defenders in Europe, ensuring human rights compliant asylum procedures, and reparation and reconciliation processes to overcome past conflicts.

There will also be debates on policy solutions and support for the displaced people of Ukraine, on defusing ticking time bombs for a safe return of displaced populations, on safeguarding human rights for future generations, as well as on the honouring of obligations and commitments by Armenia.

24-25 June, Sofia

Directors of European prison and probation services from the 46 Council of Europe’s member states will meet to discuss ways to improve the autonomy and resocialisation of prisoners, combat organised crime groups in the prison and probation contexts, and prevent the excessive use of probation measures resulting in an increasing number of people being supervised by the criminal justice system.

Other topics on the agenda are how to manage terrorist returnees and their families, the role of victims in the rehabilitation process, and the evolution of high-risk prison regimes.

Speakers at the opening include the Vice-president of Bulgaria Iliana Iotova, the Bulgarian Minister of Justice Maria Pavlova and the Council of Europe’s Director of Security, Integrity and Rule of Law Hanne Juncher. The President of the Committee of the Prevention of Torture Alan Mitchell will speak at the closing session.

As part of its 60th anniversary celebrations, the European Directorate for the Quality of Medicines & HealthCare (EDQM) will organise a public presentation of its crucial role in ensuring public health across Europe and beyond.

The European Court of Human Rights will deliver its ruling in the case of Ukraine v. Russia (re Crimea) at a public hearing (11 am).

The case concerns Ukraine’s allegations of a pattern of violations of the European Convention on Human Rights by the Russian Federation in Crimea beginning in February 2014. It also concerns allegations of a pattern of persecution of Ukrainians for their political stance and/or pro-Ukrainian activity (“Ukrainian political prisoners”) which occurred predominantly in Crimea but also in other parts of Ukraine or in the Russian Federation.

The Council of Europe’s Annual Statistics on Persons under the Supervision of Probation Agencies (SPACE II) for 2023 will be published. The survey contains data from 41 probation agencies in Council of Europe’s member states on community sanctions and measures such as electronic monitoring, community service, home arrest, treatments, semi-liberty and conditional release. The SPACE surveys are conducted annually for the Council of Europe by the University of Lausanne.
