Ukraine: round table on current legislative initiatives for the implementation of the European Court's judgments

On 9 April, the Department for the Execution of Judgments of the European Court of Human Rights participated virtually in the Round Table Discussion of Current Legislative Initiatives, which took place in Kyiv. The meeting was attended by the Minister of Justice and his deputies, the Agent of the Government at the European Court, the chairs of the parliamentary committees and by members of Parliament, representatives of the Office of the President of Ukraine, representatives of the General Prosecutor’s Office, and other national stakeholders.

During the discussion of the current legislative initiatives and Ukraine’s European integration path, the participants exchanged views on the measures required for the full implementation of the Nevmerzhitkiy / Sukachov group of cases. It was recalled that during the last examination of the Nevmerzhitkiy / Sukachov group of cases in September 2023 the Committee of Ministers exhorted the authorities to adopt legal instruments for increasing the use of alternative sanctions and reducing the use of pre-trial detention, as well as to establish Convention-compliant preventive and compensatory remedies (CM/Del/Dec(2023)1475/H46-42).

The participants also discussed potential ways to reduce overcrowding, improve material conditions of detention, as well as the draft laws No. 5652 and 5653 on possible remedies for poor conditions of detention.
