Greece: Informal exchange on prison conditions and reform efforts

On 20-21 April, the Department for the Execution of Judgments of the European Court of Human Rights participated in an informal exchange on improving prison conditions in Greece, organised by the Greek Public Policy Forum.

The discussions focused on strategic efforts to address prison overcrowding and improve healthcare, staffing and reintegration programs in Greek prisons. Contributions highlighted the measures envisaged by the Greek authorities in their Action Plan 2025-2030, the Council of Europe tools and cooperation avenues available, as well as developments and outstanding issues related to the execution of judgments in relation to prison conditions in Greece and the lack of effective remedies (Nisiotis group v. Greece).  The Committee of Ministers will examine this group at its Human Rights meeting in December 2026.

The event took place in Crete and brought together key stakeholders from the Greek authorities, academia and the Council of Europe, including representatives of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), as well the judge of the European Court elected in respect of Greece.
