On 12 March, the Department for the Execution of Judgments of the European Court of Human Rights (DEJ) hosted a working visit of the Albanian People’s Advocates (Ombudsperson) to discuss the execution of judgments concerning Albania currently under the Committee of Ministers’ supervision.
The discussions focused on possible synergies between the execution process and the work of national human rights institutions. Several relevant cases were discussed, notably those dealing with poor detention conditions, inadequate medical treatment, and the unlawful detention of a person with mental health issues placed under court-ordered compulsory medical treatment (Strazimiri), as well as the excessive length of judicial proceedings and available remedies (Luli and Others group).
The meeting also provided an opportunity to exchange views on strengthening dialogue and co-operation with the Ombudsperson. Participants underlined the importance of working in the spirit of the Reykjavík Declaration to support domestic efforts for the full, effective, and rapid execution of judgments, enhance inter institutional coordination, and further develop cooperation initiatives with the Council of Europe.
