On 22 April, the Department for the Execution of Judgments of the European Court of Human Rights (DEJ) met with the Norwegian National Preventive Mechanism (NPM), a body within the structure of the Norwegian Parliamentary Ombud for Scrutiny of the Public Administration.
The DEJ presented the system of execution and focused on possible synergies between the execution process and the work of national human rights institutions. The meeting also provided an opportunity to exchange views on the implementation of the Haugen case, which concerns the Norwegian authorities’ failure to safeguard the life of a person suffering from psychiatric disorders who committed suicide while in pre-trial detention.
