Romania: Council of Europe mission to Bucharest discusses execution of the European Court’s judgments

On 23 and 24 September, representatives of the Department for the Execution of Judgments of the European Court of Human Rights carried out a mission to Bucharest, organised in close cooperation with the Office of the Government Agent.

The main aim of the visit was to discuss the authorities’ strategy for the execution of the judgments concerning the restitution of, or compensation for property nationalised during the communist period – Maria Atanasiu and Others and Valeanu and Others groups of cases. The discussions followed up on decisions adopted by the Committee of Ministers in December 2025. The Committee of Ministers expects information on progress in the implementation of these judgments with a view to their examination at its 1577th Human Rights meeting in December 2026. The delegation met, amongst others, with the President of the National Authority for Property Restitution, the Mayor of Bucharest and their respective teams.

The delegation also met with representatives of the Prosecutor’s Office attached to the High Court of Cassation and Justice and discussed the execution of  judgments concerning the investigations into the violent crackdown on anti-governmental protests which surrounded the fall of the communist regime in Romania – Association “21 December 1989” and Others group of cases.

Finally, the execution of judgments concerning conditions of detention – Rezmives and Others group of cases - was discussed with representatives of the National Prison Administration.
