On 23 and 24 September, the Director of Human Rights, Clare Ovey, and representatives of the Department for the Execution of Judgments of the European Court of Human Rights, carried out a mission to Warsaw, organised in close cooperation with the Office of the Government Agent.
The aim of the visit was to discuss the authorities’ strategy for the execution of the judgments concerning the rule of law - Xero Flor, Reczkowicz group, Wałęsa pilot-judgment, Broda and Bojara, Grzęda, Pająk and Others, Żurek, Juszczyszyn, Tuleya – as well as the outstanding measures concerning access to lawful abortion - Tysiąc, R.R., P. and S., M.L. The discussions followed decisions adopted by the Committee of Ministers in March and June 2026 concerning, respectively, Tysiąc, R.R., P. and S. and M.L.; and Xero Flor, Reczkowicz/Wałęsa/Broda and Bojara/Grzęda, Pająk and Others and Żurek/Juszczyszyn/Tuleya. The Committee of Ministers expects information on progress in the implementation of these judgments by the end of 2026, with a view to their examination at one of its meetings in 2027.
The delegation met, amongst others, with a deputy Minister of Justice; members of the Sejm and Senat; representatives of the Ministry of Foreign Affairs; members of the National Council of the Judiciary; the Ombudsperson; a deputy Minister of Health; and a Deputy Patients’ Rights Ombudsperson and their respective teams.
