Forum 2003 - "Social cohesion or public security: how should Europe respond to collective feelings of insecurity?" – Strasbourg, 23-24 October

Council of Europe forum warns of dangers posed by growing feelings of insecurity among European citizens

A two-day forum organised by the Council of Europe will discuss how Europe can respond to growing feelings of insecurity among its citizens. Forum 2003, which takes place on 23 and 24 October at the Council’s headquarters in Strasbourg, will ask why people are feeling less safe and less confident about the future, despite rising living standards. The forum will be opened by Council of Europe Director of Social Cohesion, Gabriella Battaini-Dragoni. Participants include Polish Secretary of State for Social and Cultural Affairs, Barbara Labuda, and Slovenian Minister of Labour, Family and Social Affairs, Vlado Dimovski. (more…)

Luciana Castellina : Making TV serve civil society

How can TV or the Internet be made socially useful? This is the question raised by Luciana Castellina, journalist, former MEP and president of an alternative TV co-operative in Italy, during the Forum 2003 on the feeling of insecurity in Europe.

Peter Schieder : To confront insecurity we must 'stop allowing extremists to dictate our agenda'

''The constantly growing feeling of insecurity - the fear of crime - among Europe’s citizens is seldom backed by statistics, but that does not make it any less a political reality,'' stressed Parliamentary Assembly President Peter Schieder in his speech before the Forum 2003, meeting in the Council of Europe. He recognised that fighting insecurity ''is not always easy, and for politicians it is not without electoral risk''. But the best way to confront this risk ''is to start focusing on the real issues and stop allowing populists and extremists to dictate our agenda,'' he underlined.

Laurent Bonelli: A lack of vocational qualifications hampers integration

The end of the industrial model is leading to marginalisation of a section of the working class, who are deprived of access to the labour market, according to Laurent Bonelli, a researcher in political science, at the Forum on “Social Cohesion or Public Security”, being held on 23 and 24 October at the Council of Europe.
