A Joint Project between the
Council of Europe and the European
Union
This project aims
at undertaking a strategic approach
and detailed mapping of the problems
and needs relating to women’s and
children’s rights that will have to
be addressed in order for Ukraine to
be able to meet its obligations
under the relevant international
instruments. It encompasses a range
of needs, in particular the need to
focus on issues of gender equality
and Revised European Social Charter
(CETS No. 163) (non-discrimination,
violence against women), the
protection of children’s rights
(child labour, ill-treatment and
abuse of children), the protection
of children, including from
trafficking and sexual exploitation.
The four main objectives are:
- to
enhance skills on standards and
required reforms with regard to
gender equality and children’s
rights and issues in line with the
Revised European Social Charter;
- to
draft a legal compatibility study
which will address to what extent
relevant Ukrainian legislation is in
line with European standards and
identify areas that need improvement
with regard to prosecution and
prevention of violence against women
and children;
- to
prepare new scenarios regarding the
existing legal framework for the
prosecution and prevention of
violence against women and children;
- to
revise and reform legal framework,
policy and practices for dealing
with sexual exploitation and abuse
of children in line with the
standards of the Convention of the
Council of Europe on the Protection
of Children against sexual
exploitation and sexual abuse (CETS
No. 201).
The project will
run until March 2011 with a budget
of 1.2 million Euros funded by the
European Union with co-funding and
implementation by the Council of
Europe, in co-operation with the
following partners in Ukraine:
Presidential Secretariat, Ministry
for Family, Youth and Sport,
Ministry of Justice, Ministry of
Internal Affaires, Parliament,
Judiciary, Prosecution Services,
Ministry of Labour and Social
Policy, Social Services,
Non-governmental organisations.

Launching of the Recommendations for
Law Enforcement Authorities on the
Prevention of Domestic Violence

project assisted the Ministry of
Internal Affairs in finalising and
publishing the book “Prevention of
Domestic Violence – Manual for the

100th Anniversary of the
International Women's Day (Kyiv,

On the occasion of the 100th
Anniversary of the International
Women’s Day, the Ministry for
Family, Youth and Sports, in
co-operation with the Council of
Europe and the European Union Joint
Project on Strengthening and
Protecting Women’s and Children’s
rights in Ukraine (TRES), UNDP, La
Strada Ukraine, the Information and
Consultative Women's Center and the
School for Equal Opportunities
organised a Forum which took place
on 3 March 2011 in Kyiv.
During the event, a photo
exhibition, depicting 100 famous
Ukrainian women, was launched. This
forum also gave participants the
opportunity to share views and
exchange opinions, as well as
receive information on TRES
achievements including its
publications in the field of women’s
rights.
The audience was composed of about
120 participants from all the
regions of Ukraine, representing in
particular the government and
different non-governmental
organisations, acting in the field
of gender equality and women’s
rights.

The judge facing child abuse and
human trafficking – international
standards and experience (Lviv,

This seminar is organised by the
Council of Europe, in co-operation
with the National School of Judges
of Ukraine, within the framework of
the Joint Project with the European
Union on strengthening and
protecting women’s and children’s
rights in Ukraine (TRES).
Judges of courts with general
jurisdiction in Ukraine and Poland
will exchange
practical information on various
aspects of cases with the
participation of minors in court
proceedings and to cross-border
human trafficking.
It is expected
that participants enhance their
knowledge
in handling cases and analysing
evidence in cases related to human
trafficking, in the light of their
counterparts’ experience, in
communicating with child-victims of
abuse and in psychologically
preparing children who are victims
of violence or witnesses to the
trial.
