Administrative History:

The collection of referenced documents was set up in 1949, the year of creation of the Council of Europe. At this time, the Documents Office was in charge of this collection. During 1984 and 1985 the responsibility for the official documents was progressively transferred from the Documents Office to the Archives Office.

Official Council of Europe documents, including adopted texts, printed in general with logo, official reference and year of publication.

Files are organised by year, then by administrative entities. Currently, these are: Private Office of the Secretary General; Secretariat of the Committee of Ministers; Secretariat of Parliamentary Assembly; Secretariat of the Congress of Local and Regional Authorities; Directorate of Communication; Directorate of External Relations; Directorate General of Social Cohesion; Directorate General of Education, Culture and Heritage, Youth and Sport; Directorate General of Democracy and Political Affairs; Directorate of Legal Advice and Public International Law; Directorate of Strategic Planning; Directorate of Internal Audit; Office of the Commissioner for Human Rights; Directorate General of Human Rights and Legal Affairs.

The principal categories of the referenced documents are: adopted texts; working documents; committee documents; debates; decisions; agendas and order of business; experts reports; list of participants; synopses; minutes; meeting reports.

Although the documents are mainly in English and French, the two official languages of the Council of Europe, the collection contains also some documents in other languages.

Conditions governing access:

Conditions governing access: Access to the documents of the Committee of Ministers and its subordinate bodies is regulated in accordance with the provisions adopted by the Resolution (2001)6. The resolution specifies three disclosure periods for these documents:

- 1 year for documents classified restricted;
- 10 years for documents classified confidential;
- 30 years for documents classified secret.

Documents issued without any indication of security level are by default public.

Access to documents of other entities of Council of Europe might be governed by special rules if such are adopted by them.
