Study on new and innovative forms
of youth participation: survey  

The Joint Council on Youth, the co-managed decision-making body of the youth sector, agreed that a study should be prepared on youth participation.

This study falls within the first of the youth sector’s three major strategic priorities for the 2016-2017 biennium, that is to say to support young people and member States in increasing the participation of young people in democratic processes.  

With the creation of social media, new youth movements and many global political changes, the way in which young people engage with public authorities and other bodies has changed significantly in recent times. Many new ways and forms for young people to talk to decision makers have been created. 

Hence, the study will be on new and innovative forms of youth participation in decision making for young people aged 16-30.

In order to collect material to inform this study, I invite you to take part in a short online survey on youth participation, we welcome your views on this issue.

The European Portfolio for youth leaders and youth workers is an initiative of the Council of Europe in cooperation with experts and partners such as the European Commission and the European Youth Forum.

It provides youth leaders and youth workers in Europe, volunteers or professionals, with a tool which can help them identify, assess and describe their competencies based on European quality standards.

After distributing hundreds of Portfolios in Europe and beyond, our English stock is now empty. However, the new online version is now available! (link below)

The Congress invites young people in Strasbourg

Logo CongressThe Congress of Local and Regional Authorities of the Council of Europe is inviting one young person per member State to come to Strasbourg to take an active part in its 32nd and 33rd sessions and develop their own grass-roots project back home as part of the Congress’ initiative “Rejuvenating politics”.

The Congress and youth participation
 In view of the apparent disengagement of young people from conventional political participation, the Congress of Local and Regional Authorities of the Council of Europe has been taking a closer look at the issue of youth participation. Its work has concluded that young people are still committed to participating in society, however they are engaging differently.

Since October 2014, the Congress has been inviting young people from different backgrounds – youth activists, youth workers, students, young politicians – to take part in its sessions, to have their say in the debates and to exchange with Congress members on the issues on the agenda. 

Since 2016 they are invited to participate in both sessions, being involved in the Congress’ work for the whole year. As part of their participation in 2016 youth delegates were invited for the first time to develop their own projects at local and regional level. This aspect of their participation will be further developed in 2017.


 
"Social inclusion of refugee students and their role in intercultural dialogue"
CONCLUSIONS BY THE PARTICIPANTS

The Youth Department of the Council of Europe organised the seminar "Social inclusion of refugee students and their role in intercultural dialogue" within its Youth for Democracy programme in order to discuss challenges, identify needs and possibilities for the inclusion of refugee students in Europe and support their role as agents in intercultural dialogue.

The participants were refugee students themselves and representatives of youth and students organisations as well as foundations working with refugee students.

The seminar was organised with the Global Platform for Syrian Students and in cooperation with Kiron - Open Higher Education and Voice of Young Refugees in Europe. It received financial support from CIRCOM (European Association of Regional Television).
