Round Table: "Excessive length of proceedings: how to resolve a systemic problem in this area, and avoid an influx of repetitive applications to the European Court in a durable manner"

The right to a fair trial within a reasonable time is an essential feature of a state based on the Rule of Law. Yet breaches of this right remain at the top of the list of major violations of the European Convention on Human Rights.

In response to this situation the Department for the execution of the judgments of the European Court of Human Rights organised 8-9 November a round table, hosted by the Turkish authorities, in Antalya. The discussions were structured around three themes:

  • How to assess the causes of excessively lengthy proceedings?
  • Which types of measures are adapted to the various causes?
  • How to ensure effective monitoring of the adoption of the required measures and, in the longer term, effective prevention of new, systemic problems?

The round table brought together experts from 17 member states of the Council of Europe and from the European Commission for the Efficiency of Justice (the CEPEJ).
