The results of the Council of Europe’s “Making democratic institutions work” project, which was launched in early 2002, were presented at a conference at the Centro de Convenciones Internacional in Barcelona (Zona Forum, Rambla Prim, 1-16) from 17-19 November.
Participants at the conference – organised by the Council of Europe and the Patronat Català Pro Europa, on the invitation of the Spanish authorities and the Regional Government of Catalonia – discussed the challenges and opportunities currently facing democracy, as well as proposals for future reforms and possible Council of Europe action. One key issue tackled during the conference was how information and communication technologies can effectively and securely help people to take part in democratic processes.
The conference - which brought together parliamentarians, senior civil servants, representatives of civil society and leading academics from all over Europe - was opened on 17 November by Maud de Boer-Buquicchio, Deputy Secretary General of the Council of Europe, Jordi Sevilla Segura, Spanish Minister of Public Administration, Ernest Maragall, Secretary General of the Catalan Regional Government and Ambassador Estanislao de Grandes Pascual, Permanent Representative of Spain to the Council of Europe, representing the Council's Committee of Ministers.
