Discussions with a senior Russian official on President Putin's proposed changes to the system of appointing regional governors will be the highlight of the autumn session of the Council of Europe's Congress of Local and Regional Authorities in Strasbourg on 4 and 5 November 2004.
Sergey Samoylov, Adviser to President Putin and Secretary to the Presidential Committee on Federalism and Local Self-Government, is scheduled to take part in the debate on local and regional democracy in Russia on Thursday 4 November.
The Congress session will also include a debate on local and regional democracy in Georgia, involving representatives of the group in charge of creating a National Association of Local Self-Government Units in the country.
Furthermore, the Chamber of Local Authorities will hold a hearing on the role of local authorities in tackling terrorism, and a debate on foreigners' participation in local public life. The Chamber of Regions will discuss the challenges of regionalisation in south-eastern Europe, and will continue its discussions on the draft Council of Europe convention on regional self-government.
During the session, members of the Congress will also have their first formal debate with the new Secretary General of the Council of Europe, Terry Davis. |
