Bulgaria became the 26th member State of the Council of Europe on 7 May 1992.

Parliamentary Assembly
Bulgaria is represented in the Parliamentary Assembly by a delegation of 6 representatives and 6 substitutes, including:
- Younal LOUTFI (ALDE), head of the delegation and Parliamentary Assembly Vice-President.
- Darinka STANTCHEVA (ALDE), second Vice-Chairperson of the Social, Health and Family Affairs Committee.
Congress of Local and Regional Authorities
Bulgaria is represented in the Congress by a delegation of 6 representatives and 6 substitutes, including:
- Rositsa YANAKIEVA (SOC), Pernik, head of the delegation.
Budget
The Council of Europe's ordinary budget for 2009 is € 205 002 000. The contribution of Bulgaria is € 624 231.09 (i.e. 0.3045 %).
Human Rights
Ratification of the European Convention on Human Rights on 7 September 1992.
- Judge to the European Court of Human Rights: Zdravka KALAYDJIEVA.
- Applications allocated to a decision body (*) in 2008 : 890
- Judgments in 2008: 60 of which 51 violations and 3 non-violations
