Azerbaijan became the 43rd member State of the Council of Europe on 25 January 2001.

Parliamentary Assembly
Azerbaijan is represented in the Parliamentary Assembly by a delegation of 6 representatives and 6 substitutes, including:
- Samad SEYIDOV (EDG), head of the delegation and Parliamentary Assembly Vice-President.
- Rafael HUSEYNOV (ALDE), third Vice-Chairperson of the Committee on Legal Affairs and Human Rights.
Congress of Local and Regional Authorities
Azerbaijan is represented in the Congress by a delegation of 6 representatives and 6 substitutes, including:
- Anar IBRAHIMOV (EPP/CD), "Nackhichivan autonomous Republic", head of the delegation.
Budget
The Council of Europe's ordinary budget for 2009 is € 205 002 000. The contribution of Azerbaijan is € 503 074.91 (i.e 0.2454 %).
Human Rights
Ratification of the European Convention on Human Rights on 15 April 2002.
- Judge to the European Court of Human Rights: Khanlar HAJIYEV.
- Applications allocated to a decision body (*) in 2008 : 334
- Judgments in 2008: 9 of which 7 violations
