A new report on youth movements for democracy at PACE

The Council of Europe’s youth sector is supporting the preparation of a new report by the Parliamentary Assembly of the Council of Europe (PACE) focusing on youth movements for democracy. Led by PACE member and youth rapporteur in the Committee on Culture, Science, Education and Media, Ms Yevheniia Kravchuk (Ukraine), the report aims to examine the challenges and good practice involved in supporting youth-led movements in the process of revitalising democracy and the way forward.

On 4 September 2025, the Committee on Culture, Science, Education and Media will meet in Paris to consider and discuss the draft report ahead of the next PACE plenary session in October. During this meeting, the Chair of the Joint Council on Youth and the Advisory Council on Youth, Ms Nina Grmuša, along with Mr Tobias Flessenkemper, the Head of the Youth Department, will present the youth sector's contribution.

This initiative follows PACE’s adoption of Resolution 2553 (2024) on "Strengthening the Youth Perspective in the Work of the Parliamentary Assembly", which laid the foundation for a formal youth co-operation mechanism in close partnership with the Council of Europe’s youth sector.
